Despite some local community colleges being affected by the increase in student enrollment, West Valley College continues to welcome more students.

Foothill College is already affected and De Anza College is heading that way, with a 11 percent increase in enrollment for summer and no funding for additional staff because of state budget cuts.

Although enrollment at West Valley is up by percent, the college has room for more students.

&#;We added a number of sections and classes and faculty beforehand because we assumed that classes would fill up,&#; said Ruth Carlson, director of public affairs and community relations at West Valley. An increase in enrollment actually benefits the college, which gets more funding from the state.

&#;We would put something out to the community if we were that impacted where we were not accepting students, but I can assure you that won&#;t happen,&#; said Ernest Smith, vice president of student support services at West Valley. &#;We have a very creative team in instruction and student services, and we will do what is necessary and appropriate to accommodate the number of students that come to us.&#;

Across the state more students are enrolling in community colleges. Some are looking for less costly alternatives to UC and Cal State schools where student fees are increasing.

High enrollment numbers at community colleges are also due to the increase in the number of students graduating from local high schools. &#;Several hundred more seniors have been graduating each year for the last several years,&#; said Inge Bond, the research analyst at West Valley. In the last two years, there have been more students per year enrolled at the college.

At De Anza, there were 22, students enrolled in the spring quarter, a 2 percent increase over last year. While the school won&#;t cut the number of students, it will take longer for some of them to graduate because of the increase in enrollment and the limited number of classes and faculty. There will also be longer waits for students who are trying to meet with a guidance counselor.

West Valley has only about 10, students. According to Carlson, the college has enough counselors for students because the department received funding from the state over the years to cope with the influx of students.

&#;Meeting with counselors is a little difficult,&#; said Alicia Hicks, who attends West Valley. &#;Sometimes you can put your name on a list and they&#;ll see you. So they&#;re pretty good about that.&#;

Hicks started taking classes at the college to avoid the high tuition costs of a four-year college and to maintain a full-time job while attending school part-time. During her years at the college, she has not had difficulty getting the classes she needs in order to transfer to a four-year college.

Preparing Students for College

 

One of Hemet Unified School District’s (HUSD) main goals is to ensure students leave our schools college and career ready. Through our Local Control Accountability Plan (LCAP), staff have implemented a variety of programs and initiatives to help our students reach this goal. 

Each school provides advanced opportunities for students who are planning on attending college. High schools within HUSD offer Advanced Placement (AP), dual enrollment, and concurrent enrollment classes. These classes help our students prepare for the rigor of college curriculum and, in some cases, students can earn college credit. 

The newest addition to the classes available to students are dual enrollment classes. Dual enrollment classes are taught by teachers at the high school who are certified to teach a specific subject at a college level. Students are given college credit if they pass the class. Hemet High School offers three dual enrollment classes. Tahquitz High School has five dual enrollment classes and Western Center Academy is currently offering nine. All three schools are planning to add additional dual enrollment classes in the future. 

All of the high schools within the district offer AP classes. AP classes are year-long classes where students are able to receive college credit. In order to receive credit, students must pass the AP test at the end of the year. Western Center Academy is offering four AP classes, Hemet High has 18, Tahquitz 15, Hamilton 7, West Valley 16, Helen Hunt Jackson/College Prep HS is offering 3. Next year Western Center, Hemet High, West Valley, and Tahquitz are planning on increasing the number of AP classes available. Thirty-seven percent of students enrolled in AP classes from Hemet High are scheduled to take the test. Forty percent of students from Hamilton, 60% of West Valley students, 85% of Western Center students, and 92% of Tahquitz students are also scheduled to take an AP test.   

Hemet Unified offered the Scholastic Aptitude Tests west valley college enrollment and Preliminary Scholastic Aptitude Tests (PSATs) to students at no charge, as part of a new initiative. These tests are mandatory in order to attend a college or university. Since the new initiative, there has been an increase in the number of tests taken. Instudents took the SATs, and took the PSATs. Innumbers have jumped to 1, SATs and 4, PSATs taken.

When students are applying to college, they are encouraged to fill out a Free Application for Federal Student Aid (FAFSA) application. This application helps students fund their education. Riverside County of Education started a competition between all school districts within the county to encourage more students to fill out their FAFSA application. Many staff members had raffles, made goofy videos, and added additional support for students to encourage more to apply. Last year we had approximately seniors fill out a FAFSA application. The deadline to submit an application is June 30th, but as of April 8th the number of applications complete for HUSD this year is

Mission College serves a region of the San Francisco Bay Area that includes urban neighborhoods, business centers and residential communities. The successful candidate will be an equity-minded professional committed to collaboration with faculty, classified professional staff, administration, students, and members of the greater community who are also committed to closing equity gaps. Minimum Qualifications:

  1. Understanding of, and sensitivity to the diverse academic, socio-economic, ethnic, religious and cultural backgrounds, disability, and sexual orientation of community college students, faculty and staff; AND
  2. Equivalent to a Master’s degree from an accredited college or university with major course work in education or a field related to specific area of assignment; AND
  3. Five years of increasingly responsible experience in instruction at a college level; including two years of administrative and management responsibility.


Examples of Duties and Responsibilities:
Duties may include, but are not limited to, the following:
  • Develop and implement department goals, objectives, policies, and procedures.
  • Plan, organize, and direct enrollment and financial services activities including admissions and records, financial aid and scholarships, and veterans’ benefits and athletic certification.
  • Direct, oversee, and participate in the development of the department work plan; assign work activities, projects and programs; monitor workflow; review and evaluate work products, methods, and procedures.
  • Prepare the department budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials, and supplies; administer the approved budget.
  • Recommend the appointment of faculty and staff; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as required; monitor faculty contracts to assure accordance with association contract and district policies; maintain discipline and high standards necessary for the efficient and professional operation of the department.
  • Monitor enrollment trends and engages in program development pertinent to student and community needs and consistent with college/district master plan goals; support curricular and program articulation with high schools, colleges and universities.
  • In conjunction with West Valley College and district IS staff, serve as lead for Banner student technology review, upgrades, and implementation of new applications for Mission College.
  • Responsible for policy, procedural, supervisory and budgetary decisions, training of staff in all aspects of enrollment services, working closely with District Information Services managing Banner issues and improvements.
  • Assist in the preparation and completion of the CCFS Apportionment Attendance Report and supplemental report; prepare annual audits related to admissions and records.
  • Compile information for state and federal attendance reports; develop and complete enrollment tracking reports, including head count, full-time equivalent students and yearly comparisons.
  • Initiate, support and participate in efforts to secure local, state or federal grant funding for college programs and services; ensure that grants are implemented according to approved plans and that reporting requirements are met in a timely manner.
  • Represent the department and division to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
  • Research and prepare technical and administrative reports; prepare written correspondence.
  • Respond to audits; prepare and assist with a variety of statistical and narrative reports required by various federal, state and local agencies, including the report, MIS and IPEDS reporting, term set up, and end of term processing.
  • Coordinate the selection, use, and maintenance of equipment and facilities assigned to the division.
  • May oversee revenue-generating activities.
  • Build and maintain positive working relationships with co-workers, other district employees and the public using principles of good customer service.
  • Foster an environment that embraces diversity, integrity, trust, and respect.
  • Be an integral team player, which involves flexibility, cooperation, and communication.

Family Educational Rights and Privacy Act (FERPA) Policy &#; Reviewed Annually

This policy must be posted on the Student Bulletin Board. An abbreviated FERPA policy will be posted on the school’s Consumer Information web page under Privacy of Student Records Family- Educational Rights and Privacy Act (FERPA). It also will be distributed to the campuses to be posted on the ground and online appropriate bulletin board. The FERPA Policy is to be reviewed annually.

The Family Educational Rights and Privacy Act (FERPA) (20 U.S.C. § g; 34 CFR Part 99) is a Federal law that protects the privacy of student education records. The law applies to all schools that receive funds under an applicable program of the U.S. Department of Education.

FERPA gives parents certain rights with respect to their children&#;s education records. These rights transfer to the student when he or she reaches the age of 18 or attends a school beyond the high school level. Students to whom the rights have transferred are &#;eligible students.&#;

  • Parents or eligible students have the right to inspect and review the student&#;s education records maintained by the school. Schools are not required to provide copies of records unless, for reasons such as great distance, it is impossible for parents or eligible students to review the records. Schools may charge a fee for copies.
  • Parents or eligible students have the right to request that a school correct records which they believe to be inaccurate or misleading. If the school (Valley College) decides not to amend the record, the parent or eligible student then has the right to a formal west valley college enrollment. After the hearing, if the school still decides not to amend the record, the parent or eligible student has the right to place a statement with the record setting forth his or her view about the contested information.
  • Generally, schools must have written permission from the parent or eligible student in order to release any information from a student&#;s education record. However, FERPA allows schools to disclose those records, without consent, to the following parties or under the following conditions (34 CFR § ):
    • School officials with legitimate educational interest;
    • Other schools to which a student is transferring;
    • Specified officials for audit or evaluation purposes;
    • Appropriate parties in connection with financial aid to a student;
    • Organizations conducting certain studies for or on behalf of the school;
    • Accrediting organizations;
    • To comply with a judicial order or lawfully issued subpoena;
    • Appropriate officials in cases of health and safety emergencies; and
    • State and local authorities, within a juvenile justice system, pursuant to specific State law.

Schools may disclose, without consent, &#;directory&#; information such as a student&#;s full name, major/minor (program), academic honors, degree/certificate awarded, dates attended (start date, date degree conferred and/or withdrawal date), full time status, address, phone number, email address.   Schools must tell parents and eligible students about directory information and allow parents and eligible students a reasonable amount of time to request that the school not disclose directory information about them. Schools must notify parents and eligible students annually of their rights under FERPA. The actual means of notification (special letter, inclusion in the student handbook, or newspaper article) is left to the discretion of each school.

Prior to releasing information, the faculty/staff member must review the student’s file to confirm that the student signed a FERPA Release Form (AD). The following student information cannot be released: social security number (whole or in part), date of birth, student ID number, class schedule/roster, grades, GPA (term or cumulative), transcript, citizenship, gender, ethnicity, religious preference, daily class schedule (even to local police/authorities) and parent’s address, unless written consent has been received. The student’s GPA may be released if the student has indicated such on the FERPA Release form. This should be limited to the Placement Services department and for the purpose of the student’s career development/job search. Classroom instructors should not release GPA or course grades. The exception would be if the student has indicated that they have a Support Specialist who has completed the required Support Specialist Release.

Copying Records

Parents or eligible students have the right to inspect and review the student&#;s education records maintained by the school. Schools are not required to provide copies of records unless, for reasons such as great distance or the student/parent is otherwise incapable of inspecting the records in person, Schools may charge a fee for copies as long as it does not effectively prevent the student from exercising his or her right to inspect the records. Valley College requests that the student or parent (of a student under the age of 18) submit a request in writing before records may be released. The College may accept an electronical request.

Student transcript: A student transcript is part of the student’s academic record. Hence, it is required that the school provides a copy of the transcript if requested. However, this transcript does not need to be an official copy of the academic transcript. The college is not required to provide more than one copy of the unofficial transcript. The school is not required to send a copy of the education records to a third party, such as a prospective employer or another school. Nothing prevents the college from indicating that the transcript is an unofficial copy. Dispute Resolution Procedure Notice &#; Effective July 1,

Valley College strives to ensure that its students are fully satisfied with their educational experience. However, in order to afford full consideration to students’ complaints or concerns and resolve disputes quickly, fairly, and in good faith, Valley College set forth the following framework for the amicable problem resolution. By enrolling, students agree to follow each step of this procedure.

  1. DISPUTE- If a dispute or concern arises, the student should first attempt to resolve the issue directly with the faculty member or the campus staff member involved.
  2. GRIEVANCE- If the dispute is not informally resolved at Step 1 above, you must follow Valley College’s Student Complaint Procedure listed in the Catalog and file a written grievance with the Director of Academic Affairs or the Campus President or the Director, Online Division describing the dispute in detail and the requested solution. A written response and proposed resolution will be provided to you by the College. If the student feels that the complaint is still unresolved, the student should submit the complaint in writing to the College’s President. If a student does not feel that the school has adequately addressed a complaint or concern, the student may consider contacting the school’s accrediting agency or a state agency whose contact information is provided in the school’s Catalog.
  3. ARBITRATION- If you are still not satisfied with the college’s response at step 2 above, you are required to arbitrate the dispute. See the Valley College’s arbitration agreement provision in the Valley College’s Enrollment Agreement (also listed below for quick reference) for details on your obligation to arbitrate. Students are not required to participate in arbitration or usaa motorcycle insurance number internal dispute resolution process offered by the institution prior to filing borrower defense to repayment application with the Department pursuant to §(e); the school cannot, in any way, require students to limit, relinquish, or waive their ability to pursue filing a borrower defense claim, pursuant to §(e) at any time; and any arbitration, required by a pre-dispute arbitration agreement, tolls the limitations period for filing a borrower defense to repayment application pursuant to §(e)(6)(ii). Except for the borrower defense claims, both the College and students explicitly waive any right to a jury trial. The decision of the Arbitrator will be legally binding, and not merely advisory.

Arbitration Agreement and Waiver of Jury Trial

i. Any dispute I may bring against the College, or any of its parents, subsidiaries, officers, directors, or employees, with the sole exception of any Borrower Defense Claims described in Paragraph ii below, or which the College may bring against me, no matter how characterized, pleaded or styled, shall be resolved by binding arbitration conducted by the American Arbitration Association (the “AAA”), under its Consumer Arbitration Rules (“Consumer Rules”), and decided by a single Arbitrator. The arbitration hearing will be conducted in the city in which the campus is located.

ii. Notice Regarding Borrower Defense Claims: The following provisions are included pursuant to U.S. Department of Education regulations at 34 C.F.R. § (e) and (f) and shall apply to this Agreement for any period during which regulations requiring such notices are in effect: (1) The College agrees that neither it nor anyone else who later becomes a party to this pre-dispute arbitration agreement will use it to stop you from bringing a lawsuit concerning the College’s acts or omissions regarding the making of the Federal Direct Loan or the provision by the College of educational services for which the Federal Direct Loan was obtained. You may file a lawsuit for such a claim or you may be a west valley college enrollment of a class action lawsuit for such a claim even if you do not file it. This provision does not apply to other claims. We agree that only the court is to decide whether a claim asserted in the lawsuit is a claim regarding the making of the Federal Direct Loan or the provision of educational services for which the loan was obtained. (2) The College agrees that neither it nor anyone else who later becomes a party to this agreement will use it to stop you from being part of a class action lawsuit in court. You may file a class action lawsuit in court or you may be a member of a class action lawsuit even if you do not file it. This provision applies only to class action claims concerning the College’s acts or omissions regarding the making of the Federal Direct Loan or the provision by us of educational services for which the Federal Direct Loan was obtained. We agree that only the court is to decide whether a claim asserted in the lawsuit is a claim regarding the making of the Federal Direct Loan or the provision of educational services for which the loan was obtained.

iii. The Federal Arbitration Act (“FAA”) shall govern the interpretation, scope, and enforcement of this Agreement. Any and all disputes concerning the interpretation, scope, and enforcement of this Agreement shall be decided exclusively by a court of competent jurisdiction, and not by the Arbitrator. Except as set forth in Paragraph ii above, both the College and I explicitly waive any right to a jury trial. I understand that the decision of the Arbitrator will be binding, and not merely advisory. The award of the Arbitrator may be entered as a judgment in any court having jurisdiction. This Agreement does not affect either party’s right to seek relief in small claims court for disputes or claims within the scope of the small claims court’s jurisdiction. The costs of the arbitration filing fee, Arbitrator’s compensation, and facilities fees that exceed the applicable court filing fee will be paid by the College. Except as set forth in Paragraph ii above, I agree that any dispute or claim I may bring shall be brought solely in my individual capacity, and not as a plaintiff or class member in any purported class action, representative proceeding, mass action, consolidated or joint action. Any remedy available from a court under the law shall be available in the arbitration. I may, but need not, be represented by an attorney at arbitration. Except as specifically required by the laws of the State of West Virginia, the fact of and all aspects of this arbitration and the underlying dispute shall remain strictly confidential by the parties, their representatives, and the AAA. Thousands of students are heading back to campuses across the West Valley this month.

Established institutions like Arizona State University's West campus, Glendale and Estrella Mountain community colleges and Midwestern University continue to serve the most students, while newer schools work to get a foothold in the region's sprouting cities.

Since , four new higher-education institutions have opened in the West Valley: De- Vry University's Glendale Center, Franklin Pierce University in Goodyear, Trine University in Peoria and the Communiversity @ Surprise.

The educational opportunities now available locally offer options beyond the state's big three public schools.

But not all students at West Valley universities are local. ASU'S West campus, the Thunderbird School of Global Management at ASU and Midwestern University draw from a broad audience.

Julianna Williams, 18, an incoming freshman at ASU West, hails from Virginia.

She checked out ASU's main campus in Tempe, but was overwhelmed.

"It was like a city in and of itself," she said.

Williams said she was drawn to the smaller campus near 49th Avenue and Thunderbird Road and the convenience that comes with that.

"Everything is within 15 minutes of walking at most," Williams said. "Actually, all of my classes are in one building."

She also was interested in a specific area of study offered at West.

"It's one of the few schools that has an actual forensics degree," Williams said.

The bachelor's degree in forensics, which began in , is one of the school's newest undergraduate offerings.

ASU, Thunderbird merge

ASU's West campus will roll out five new graduate and undergraduate programs this fall, including a Bachelor of Global Management degree, which was birthed out of ASU's merger with a longtime West Valley institution, the Thunderbird School of Global Management.

About 25 students are expected to enroll in the inaugural program being held at ASU West and all will reside on campus for all four years of the program. Thunderbird spokesman Jay Thorne said the enrollment numbers for the upcoming semester are down due to last year's uncertainty over whether the deal with ASU would go through.

Thunderbird, which opened in at Greenway Road and 59th Avenue in Glendale, had about students in and that dropped to students in But students come from 66 different countries for its graduate business programs, Thorne said.

"Thunderbird didn't know if it was even going to be here," Thorne said. "It was headed toward bankruptcy. We couldn't go out and say, 'Sign up for this degree program' because we didn't know if we were going to be here."

As part of the merger, which took place last December, Thunderbird is doing away with its MBA program, which ASU already offers through the W.P. Carey School of Business. Thunderbird will offer two new graduate programs — a Master in Global Management and a Master of Arts in Global Affairs and Management.

Midwestern grows

Another evolving campus is Midwestern University, which opened as a medical school in north Glendale nearly 20 years ago, and added such programs as dentistry in and veterinary medicine in

Midwestern offers 14 graduate programs to about 3, students.

"Our programs are highly sought after and we get students from all over the country that want to come here," said Midwestern University President and Chief Executive Officer Dr. Kathleen Goeppinger.

Goeppinger said the university targets Arizona-based students as well, in hopes graduates will stay in-state and serve the medical needs of Arizona's growing communities.

Newcomers carve niche

Private universities like Trine University and Franklin Pierce University also are taking advantage of the population growth in West Valley cities.

New Hampshire-based Franklin Pierce University opened in Goodyear in , while Indiana-based Trine University opened a satellite campus in Peoria in

David Pearson, the dean of Trine's Peoria campus and an assistant vice president for the university near 83rd Avenue and Thunderbird Road, said the institution gets the majority of its students from the West Valley, but has a few that commute from farther away.

"We see tremendous opportunities at the undergraduate level as well as the graduate level," Pearson said.

Trine offers 25 programs in such areas as engineering, criminal justice and psychology and enrolls graduate and undergraduate students.

"We're very optimistic," he said. "Maybe it's not going quite as fast as some had hoped, but it's moving."

Franklin Pierce, near Van Buren Street and Bullard Road, specializes in a year Doctor of Physical Therapy Program and serves about 85 students.

Each class has about 35 students, which the university gradually expects to increase to 40, said David DeIuliis, a spokesman with Franklin Pierce.

"Entrance is very competitive and although students generally represent the western half of the country, we attract students from across the country," he said.

Innovation meets needs

Along with new universities, the region offers innovative solutions to bringing higher education to residents at the Communiversity @ Surprise.

The Communiversity is a collaboration between Surprise and Rio Salado College that partners with existing colleges and universities such as Rio Salado, Northern Arizona University and Glendale Community College to provide degree programs from an associate on up. Students receive their education and degree from the partner school, but can attend classes at the Communiversity location in Surprise, as well as online.

About 1, students are enrolled.

The physical location, in the Civic Center Complex off Litchfield Road, houses academic advisers and student services from each partner school.

"The Communiversity model is really innovative," said Greg Pereira, the director of Community Partnership Programs at the Communiversity. "The idea is that a student in the West Valley can go under one roof and get their associate's, bachelor's and even master's degree."

Community college anchors

The West Valley's community colleges continue to be anchors for students seeking associate degrees or to take classes before transferring to four-year universities.

Combined, Glendale and Estrella Mountain community colleges expect to enroll more than 23, students this fall.

GCC, which opened 50 years ago this year, serves the largest contingent with an estimated 14, students registered for fall classes at the main campus on Olive Avenue, the north campus on Happy Valley Road and online.

And GCC continues to expand offerings, with the Dr. Phillip D. Randolph Automotive Technology Center slated to debut in January. The new facility will serve students seeking automotive technology degrees and certificates.
