Implementation of shot clocks in Minnesota varsity basketball is a welcome addition for many Alexandria area coaches
The Minnesota State High School League’s Board of Directors approved a motion to mandate the implementation of shot clocks to the varsity levels of boys and girls basketball, starting with the season.
No board member voted against the motion.
The shot clock will be 35 seconds per possession.
The mandate only exists for the varsity level, though schools can use them at lower levels, should both schools in any game agree to it.

“I think Minnesota is 5 to 10 years late to the party. I was hoping it would be implemented earlier than what was decided, but better late than never,” Brandon-Evansville boys basketball coach Trent Hintermeister said.
The shot clock debate has spanned years in Minnesota, with advocates describing the improved quality of play and skill development derived from a possession’s time constraint. Opponents often noted cost, both to install the clock and pay another worker to run it during games.
Hintermeister and Osakis girls basketball coach Pat Kalpin have a unique perspective on the issue as both coaches are also activities directors at their schools.
“Finding people to help with games and activities can be a struggle and probably always will be,” Hintermeister said. “Its one additional position. It wont be any more work than the normal day-to-day stuff. We already have shot clocks in our varsity gymnasium and plan to play four or five games using them this year, and hopefully even more games next year.”
Alexandria Area High School already has shot clocks installed as well, and Kalpin said the scoreboards in the Osakis gymnasium are compatible for adding shot clocks.

“I do know that some schools with older scoreboards will have to get new systems altogether if they want the shot clock and scoreboard working together,” Kalpin said. “The cost of adding these will strap schools that are already struggling financially. Along with that, we now have to find another worker for the games to operate the shot clock. That will probably be the toughest part for consistency. It will take some getting used to, but just like other changes over the years, we will adjust and forget what it was like to watch and coach games without a shot clock.”
The Echo Press reached out through email to coaches from Alexandria, Osakis and Brandon-Evansville on Thursday afternoon asking about their thoughts on the implementation of shot clocks. Initial responses showed a lot of support for the move.
“I have coached games the past few years that have used the shot clock and it really didnt seem any different,” Kalpin said. “What you are going to see is less fouling at the end of games and relying on defensive stops, which is a good thing.”
Osakis boys basketball coach Matt Hoelscher was also in favor of the move.
“I think it will bring more excitement to the game and change the way people have to coach,” Hoelscher said. “I honestly dont think it will impact the game that much as most teams dont hold the ball for 35 seconds anyways. It will reward the teams that play solid, fundamental defense by forcing teams to get a shot attempt up, but will also help teams that are losing and prevent teams from stalling.”
Wendy Kohler, with more than wins as the Alexandria girls head coach, said its good to see the high school game being consistent with the college game.
"It is great to see the game continue to grow in a positive way," Kohler said. "From the women’s ball and 3-point line, the next logical step is the 35 second shot clock. Teams will need to play with good pace and fundamentals. Coaches will need to be organized to have their teams executing when the clock is winding down. It does take the stalling strategy piece out of the equation. However, now the strategy of the game has shifted into a more creative direction."
Cardinals boys head coach Forrest Witt was also in favor of the addition.
"I believe it rewards good defense while also forcing offenses to be more efficient," Witt said. "I also like the added strategic element that can be created through defensive philosophies."
Brandon-Evansville girls basketball coach Zach Traphagen said the use of shot clocks will help the game continue to evolve at the high school level after a lot of change in the sport the last years.
“Dont get me wrong, there are still plenty of old-school principles that are so important to never waiver from, but I think the game becomes so much more exciting when teams are forced to play offense instead of stalling,” Traphagen said. “To be honest, having a 35 second possession on offense is still a very lengthy possession.
"What it really changes now is for the teams who are holding onto a lead late in the game, it forces them to continue playing offense instead of being able to hold the ball for the clock to run out. This will force teams to make good decisions and take good shots, which I think helps to raise that basketball IQ in players. Im extremely pleased that the MSHSL has reached the conclusion to implement the shot clock era.”

Bonding bill will be a high priority for organizations representing Minnesota cities in session
Bradley Peterson, executive director of the Coalition of Greater Minnesota Cities, said bonding legislation is a big-ticket item for the organization heading into the session. Peterson said the bonding bill is made even more important considering bills already passed by Congress.
"I think the opportunity is significant when you look at all of the other infrastructure money thats coming from the federal government, as well as the other money from the American Rescue Plan," Peterson said. "Well be pressing the Legislature for a pretty significant bonding bill, especially in the area of water and wastewater."
According to Peterson, the state is receiving funding from the federal government for water infrastructure as well.
"Its not an excuse for the state to take the foot off the pedal when it comes to its own efforts through a bonding bill," he said. "Were also hopeful for dollars related to transportation, business development, child care and housing in that bonding bill."
The last bonding bill was $ billion, passed in a special session in October and signed into law by Gov. Tim Walz. The bill included $ million to the city, which was used to help build a plant that removes chemicals from water wells near the Bemidji Regional Airport.
The plant began operating in spring and is expanding to handle more water.
For the upcoming session, Bemidji State University and Northwest Technical College officials are seeking $ million in the bonding bill. The dollars would be used for mechanical upgrades at the Bangsberg Fine Arts Complex and roofing improvements at Sattgast Hall at BSU, as well as a new locking system at NTC.
Another focus for the CGMC will be increasing the Local Government Aid provided to cities across the state. Peterson said the CGMC is looking for an increase of $90 million.
Currently, the states statutes has $ million provided in LGA to cities on an annual basis. LGA is especially useful to cities like Bemidji, which have large amounts of non-taxable property.
In Bemidji, nearly 50% of the property is non-taxable, because of the land dedicated to BSU, health facilities and government buildings. The amount of LGA for Bemidji has steadily increased over the years, from a low of $ million to $ million in and $ million in
"We did get a major injection of money a couple of years ago, but even with that, were still under where we need to be," Peterson said. "We support appropriation by inflation and population growth. Right now, the appropriation annually is hardwired at $ million. So if the Legislature does nothing to change that number, it stays the same from year to year."
Local control
Another organization, the League of Minnesota Cities, is also prioritizing the bonding bill and LGA in , among other subjects. Anne Finn, LMC assistant director of intergovernmental relations, said the bonding bill and LGA are two of five main priorities for , the others include housing, disability for public safety workers and local control.
For local control, Finn said the LMC is committed to keeping policymaking in the hands of cities.
"In any typical legislative session, we see bills that either take away local authority to implement policies or provide services, and in other cases, they put mandates on local governments that are frustrating," Finn said. "Were always very watchful for any bills that inhibit local control or impose new requirements and we like to be ready to respond to any of those to take a defensive position."
Peterson also mentioned local control, specifically in relation to cities abilities on housing development.
"Theres going to be discussion at the Legislature related to building permits, zoning fees and more," Peterson said. "Theres a feeling at the Legislature among some that if you restrict cities ability to do some of those things, that you would make housing more affordable.
"We dont necessarily agree that one follows the other and certainly were in favor of cities being able to guide their own development without structure from the state, other than the basics of health and safety. Thats something in addition to finding more resources to housing in general."
The disability matter for the LMC, meanwhile, is a new one for the organization.
"Were seeing a troubling trend around public safety employees who are seeking benefits around duty disability," Finn said. " That means potentially going to the public employee retirement association to get a duty disability determination and taking an early retirement with benefits."
Finn said many of those public safety employees are also going to file claims for workers compensation, which has become expensive for taxpayers.
"Weve seen a real acceleration of post-traumatic stress disorders since the Legislature passed a new rule in allowing workers to make claims for PTSD," Finn said. "Those claims are very costly and theyre difficult to deal with for the employees. Were looking at some potential solutions around reducing the number of claims. We want the state to be a better partner with employers on doing preventative work and getting treatment for people who need it."
WEST LAFAYETTE, Ind. (mynewextsetup.us) Florida State, which has a record in the Big Ten / ACC Challenge against Purdue, travels to play the Boilermakers on Tuesday, November 30, at Mackey Arena in West Lafayette, Ind. The Seminoles have won four of their last five games in the Challenge including a overtime win over Indiana in and a win over Purdue in the challenge. Florida State enters its game against Purdue having won a season-high four consecutive games including two in the Jacksonville Classic (over Loyola Marymount of the West Coast Conference and Missouri of the Southeastern Conference) to claim the championship of the tournament on Florida’s famed First Coast. Following Tuesday’s game against No. 3 Purdue, the Seminoles play host to Syracuse on Saturday, December 4 at p.m. as they open their game conference schedule. Against the Orange, Florida State will look to tie the all-time ACC record of 26 consecutive home ACC victories.
FLORIDA STATE VS. PURDUE CONNECTIONS
Florida State will travel to face Purdue in the 23rd annual ACC / Big Ten Challenge on November 30, at Mackey Arena in West Lafayette, Ind. The game will mark the third meeting between the two teams in the Challenge with Florida State holding a lead in Challenge games. The Seminoles defeated the Boilermakers in challenge games during both the ( in Tallahassee) and ( in Tallahassee) seasons. Florida State most recently defeated Purdue by a score in overtime in the championship game of the Emerald Coast Classic and lead the all-time series against the Boilermakers by a margin. Matt Painter, the head coach of the Boilermakers since the start of the season, has faced the Seminoles three times – with Florida State defeating his first Purdue team in the ACC / Big Ten Challenge in , his team also in the ACC / Big Ten Challenge and his team in the Emerald Coast Classic. Boilermaker assistant coach Brandon Brantley has coached against Florida State twice (in the ACC / Big Ten Challenge and the Emerald Coast Classic) and is as a coach against the Seminoles. Terry Johnson, who is in his first season at Purdue, faced Florida State as an assistant coach at Butler – a Bulldog win on December 23, at the Diamond Head Classic in Honolulu. Paul Lusk, who is in his first season (and second stint) as a Purdue assistant coach, was a Boilermaker assistant coach on November 29, when Florida State took its first win over the Boilermakers in the ACC / Big Ten Challenge. Elliott Bloom, Purdue’s Director of Basketball Administration and Operations, was the sports information director for the Duke men’s basketball team during the season.
FLORIDA STATE SETS ALL-TIME NATIONAL COLLEGE BASKETBALL RECORD
With is overtime victory over Boston University on November 24 in Tallahassee, the Seminoles won their 12th consecutive overtime game to set a new NCAA college basketball record for consecutive overtime games won. The Seminoles have won each of their overtime decisions since a double overtime win over Syracuse on January 13, in a game played at the Donald L. Tucker Center in Tallahassee. The Seminoles now hold the all-time national record for consecutive overtime victories as they moved past Louisville (), UMass () and Virginia () who each won 11 consecutive overtime decisions.
