Despite error in billing, APS says Valley residents are responsible for $1,000+ bills

PHOENIX — Electricity bills can soar here in the Valley, especially when temperatures hit record highs.

Not one, but two Valley residents say they were blindsided when they each got a bill from APS for thousands of dollars. It turns out the two had not been billed for months, and APS just caught the error.

Elyse Lohman says she received a letter in September 2019, stating she owed APS more than three thousand dollars. The letter stated the company had failed to send her regular bills each month, so a "larger than normal" balance had added up on her account. She says she had been calling APS for months, trying to sort out why she never got a bill. She says she was told her account had a zero dollar balance each time she called in.

Elyse said APS had given her two options; pay the more than $3,000 now or make payments for the next two years.

"You know we're already stressed about our summer APS bills, and this is quadruple, quadruple that!" said Elyse.

APS says they do not have any records of Elyse calling, but Elyse denies their claim.

While working with Elyse, the Let Joe Know Team learned she was not the only one with a problem. Mike got a similar letter in the mail.

In Mike's letter, it stated he had not been billed for a whole year. He says he had his bill set to auto-pay and didn't think to double-check it was paid.

In his case, though, it said he only had two weeks to come up with the money.

Both Mike and Elyse said when they reached out to APS, they were told to pay up.

"[It] makes me angry as well, because I know a lot of people in Arizona can't afford their APS bills," said Elyse. "So they want me to make payments, plus pay my regular [bill]."

APS says an error on their end resulted in these larger than normal bills. They say a new billing system was put into place in 2017, so that may be to blame.

They say the energy was used, so the bill has to be paid.

An APS spokesperson said per regulation by the Arizona Corporate Commission, the time the customer was not billed, is the amount of time they will have to pay it back. They will also work with the customers should they need longer, so in Mike's case, he has at least a year.

While enrolled on the Direct Payment Plan, your total bill amount will be automatically deducted from your checking or savings account on your due date each month. Best of all, the service is free.

To learn more about the Direct Payment Plan, contact Customer Service at 1-800-624-2019. Arizona residents who are APS customers have options to help pay their energy bills. Assistance programs are available for qualifying customers, including discounts, one-time assistance during a crisis, and even programs for residents who rely on electricity to keep necessary medical equipment working.

Energy Support program
This program offers a 25% bill discount every month to customers on a fixed income. To qualify, customers need to meet the program income guidelines and provide proof of income. Participation does not affect any public assistance benefits you may currently receive.

Some accepted sources for income verification that you’ll need include SNAP or TANF award letters, a copy of your Quest EBT card, last month’s pay stubs, last year’s W-2s, last year’s tax return or Social Security disability income.

Energy Support with Medical program
An extension of the Energy Support program, the Energy Support with Medical program offers a 35% bill discount every month. This program is available to qualified customers who have a life-threatening illness or use essential life-sustaining medical equipment.

Awesome Service

I never had a problem, an excuse, no inconvenience to transfer the light or to cancel the service. This is a company that others should copy as the customer's life is made easier and they do not get bitter. APS App Needs More Improvements

First off, I appreciate having the app to pay my monthly electric bill it is a great convenience when on the go.
But the current app needs some major work. I am unable to schedule my payments in advance, nor am I able to see if the bill was ever paid. The current months amount due seems to roll over to $0.00 due whether you actually paid the bill or not, then when next month’s bill comes due, you then find out that your electric bill has now doubled because your payment did not get processed.
Your monthly payment due should remain on the screen until your payment actually clears online ACH process. You can not access or view your previous monthly payment history which would also help to also determine if your payment cleared. More improvements needed to cover here...

Useless app after update

With the update to the app, I am no longer able to log in. I initially thought that I had to re-register. I tried to re-register only to get a message that I was already registered. Unable to do anything with the app. I uninstalled it and re-installed it but no change. Cannot log in. Even the web page is not working properly. I usually get on to check usage.

Update-uninstalled and re-installed one more time. I now can log in. The issue now is that after checking my usage, I cannot go back to the home state. The app continues to malfunction or there is no mechanism with which to return to the home page.

APS customer bills were turning up online, but company says no data breach


An odd glitch involving the electronic-billing system at Arizona Public Service Co. resulted in nine customers' bills from March 2017 showing up online, available to anyone.

APS officials are adamant the company was not breached by hackers and that no sensitive customer data was shared — simply names, addresses and how much electricity they used that month.

But the revelation comes at a difficult time for the utility. Regulators on Wednesday are scheduled to question the chief executive officer about a larger, systemic issue APS had with its website that provided customers bad advice on which rate plan to choose.

The customer bills showing up online was discovered by APS customer Steve Neil, who was searching Google for information about certain charges on his own bill.

One of the first links the search engine provided him was an actual customer's bill. Neil, a programmer by trade, did another search and found it was a real person.

He found that striking, because a customer's bill should be protected by a password and housed on the APS system without the public being able to find it.

Back on Google, Neil found three more APS customer bills.

"I was trying to understand my bill," Neil said. "I just literally tripped over these."

Neil shared the information with The Arizona Republic, which shared it with APS.

APS responds to the bills online

The company confirmed the four links on Google were actual bills and said that the company's technology staff was able to find five more, all from the same month.

APS reached out to the customers, pulled the bills offline so they would no longer be available to the public and reached out to major search engines to request the bills be deleted from any cached memories, APS spokeswoman Jenna Rowell said.

"We can see that at no time has anyone had unauthorized access to our systems of customer accounts," Rowell said.

APS investigated the issue and found that all nine customers enrolled in electronic-billing programs with their banks, she said.

"The customer enrolls in electronic bill payment through their bank, and the APS bill gets assigned a URL, which the customer can access through that bill-payment service through their bank," she said. "The URL will point to where it’s being housed by APS."

Rowell declined to disclose the vendor APS uses for that system but said the vendor representative said the issue has occurred in the past when a customer emails or shares that link to the bill, which allows online search engines to "find" the bill and show it in search results.

"The customer could be unknowingly ... they could have shared a link through an email system that could be trolled and searched by search-engine results," she said.

'I don’t think I’ve ever shared the link'

Amy Crouch of Peoria was one of the affected customers. She said APS called her twice while she was away on vacation, and when she called the utility back, they explained the situation.

She said she wasn't concerned, but the APS explanation didn't make sense.

"I don’t think I’ve ever shared the link (to a bill)," she said Friday. "I have nobody to share it with. It’s my account."

Not all of the affected APS customers lived in this city, but the bill of Gary Plank of Peoria also was online. He said he was not overly concerned.

"It seemed like much ado about nothing," he said.

Rowell said APS has only been able to contact about half of the affected customers. The company provided them with tips to keep their information private.

Tech expert: Cause remains a mystery

Ken Colburn, founder and CEO of Data Doctors Computer Services, a franchised chain of repair centers, said it seems unlikely APS was breached, because the number of customer bills would probably be in the thousands if so.

But the cause is a mystery to him, he said.

"Why just a handful for a limited period of time?" he said.

If all of the customers used the same bank, Colburn said that would point to the bank inadvertently posting the links somewhere online, allowing the search engines to find them.

"There's the possibility the bank put it in something that would be indexible," Colburn said.

But the two customers The Arizona Republic was able to reach used different banks in different states.

Several other utility bills from around the country can be turned up by searching key phrases from bills, although it takes a substantial amount of poking around online. The Arizona Republic was even able to view a 2017 disconnection notice for a Centerpoint Energy customer in Arkansas.

While customers likely prefer such information to remain private and not turn up on public search engines, there's not much use for it to would-be identity thieves, Colburn said.

"From the standpoint of the underworld's interest in stuff like this, it's next to zero," Colburn said. "This type of information is floating around in a million databases and a million breaches already. There's way more sensitive information out there."

While enrolled on the Direct Payment Plan, your total bill amount will be automatically deducted from your checking or savings account on your due date each month. Best of all, the service is free.
