If you're behind on your electric bills, then the Arrearage Management Program (AMP) may be able to help you. This new program can help you wipe out what you owe.

The AMP can also work with you to see if there are some free or cheap ways to reduce how much electricity you use.

You pay just your current monthly electric bill, each month and on time.  For each month that you pay your current bill, your electric utility company will wipe out 1/12 of what you owe them on your back bill. 

For example, let’s say that you owe $1200 to the company on back electricity bills.  Follow these steps:

  • You sign up for the AMP. 
  • Then you pay your regular monthly bill to the utility company. 
  • Each time you make that monthly payment, your utility company will forgive or wipe out $100 that you owe them on your back bill.

So by making your monthly payments on time, your $1200 debt is wiped out in one year.  You pay nothing more than your current bill!

NOTE: No more than $300 of debt can be wiped out each month. So, if you owe more than $3600, you can stay on the program for more than 12 months until your entire debt is gone.

To sign up for AMP:

  • You must be enrolled in the Low-Income Home Energy Assistance Program (LIHEAP).  If you are not enrolled, you must apply for, and be accepted into, LIHEAP before you can apply for AMP.
  • You must owe your electric company $500 or more.  Also, you must be more than 90 days late on what you owe.
  • Your electric bill debt must be for your home (not a business).  Your home must be your year-round home (not a seasonal home).

To stay in the program after you sign up:

  • You must pay your regular monthly bill.  If you do not make your regular payments, then you may get kicked off the program.  You may not be able to get back on the program.  So you need to pay your regular monthly bill.
  • You must work with your utility company to see if there are ways you can reduce how much electricity you use.  This is a free program.

You can apply for AMP when you apply for LIHEAP.  If you are already in LIHEAP, you can apply for AMP directly through your electric company. If you get your electricity through Central Maine Power, they have their own online AMP application.  Call your utility company and ask to sign up for AMP. Or you may be able to find the application form on the company’s website.

You may get one chance to reapply for the program.  (Each electric company has their own rules about this.) You will have to make up the missed payment and pay any late fees in a reasonable amount of time.  If you do that, then you will still be in the program.  You won’t have to reapply and start over.

If you fall behind a second time, you will no longer be able to stay in AMP. Then you will face debt collection from the electric company and risk being disconnected.  The portion of your back bill that was wiped out while you were on AMP will stay wiped out.

Utility Scam Awareness Day is an advocacy and awareness campaign focused on educating customers and exposing the tactics used by scammers. This year’s theme is “End the Call. End the Scam.”

“With the holidays right around the corner, this is a particularly high-risk time for many of our customers – including senior citizens, low-income residents and understaffed small businesses – to be targeted by scammers,” said Paul Pratt, director of Customer Services & Marketing. “SWEPCO reminds customers to be alert and know how to recognize scams so they can avoid falling victim to fraud and putting their financial safety at risk.”

  • Scammers typically claim to be a SWEPCO employee and approach customers at home, by phone or by email. Imposters often use the following techniques:

  • Threaten to shut off power unless an immediate payment is made;

  • Tell customers they need a new electric meter but must make a payment before the new meter is installed;

  • Offer a discount on their SWEPCO bill if they sign up for auto-pay; or

  • Demand that a deposit be paid immediately, insist a payment be made with a pre-paid credit card or ask to meet at another location to make a payment.

“We encourage our customers look up my fedex account number experience any potential scam to check their account status online at SWEPCO.com/Account or through SWEPCO’s mobile app,” said Pratt. “For payment security, customers should only make payments online at SWEPCO.com, through the mobile app, through mail, by phone or at an authorized payment location.”

SWEPCO will never ask for payments using a pre-paid debit card, gift card, cryptocurrencies, or third-party digital payment mobile applications. SWEPCO will provide multiple notices and assist customers with payment plan options before service interruptions.

Pratt added that customers who receive an unexpected knock on the door from someone claiming to be with SWEPCO or AEP should be cautious.

“SWEPCO employees will show their company ID, and customers can verify the employee’s status by calling us at 1-888-216-3523,” he said.

Customers who suspect that they have been victims of fraud or feel threatened during contact with a scammer should contact SWEPCO at 1-888-216-3523 or local law enforcement authorities. The Federal Trade Commission also provides additional information about protecting personal information and other information regarding impostor scams.

“Scammers have not shown compassion for small businesses and private citizens enduring the trying circumstances of the last two years,” said Jared Lawrence, UUAS founder and Duke Energy vice president of Metering Services and Customer Service Transformation. “In fact, they have intensified their criminal activity with high-pressure tactics and increasing use of technology. For that reason, utilities continue to unite to combat scammers by spreading awareness and are working with telecom partners to remove access to phone lines and encouraging policymakers to adopt stronger public protections.”

Since the beginning of the COVID-19 pandemic, utilities have seen an increase in reported scammers contacting customers seeking payments and personal and financial information to avoid service interruptions.

“It’s perfectly acceptable for the customer to hang up the phone. The scammer’s initial goal is to pressure their targets and convince them that they work for the utility,” said UUAS Executive Director Monica Martinez. “Scammers are extremely sophisticated in their tactics, and by simply ending the call, you can end their scam. If you are unsure, you can always call back the utility by dialing the number found on your bill or on their website, and they will provide you with the correct information.”

Getting utility services ― gas, electricity, water ― has a lot to do with your credit history. The better your credit history, the easier it will be for you to get services. And your on-time (or late) payment history with utility providers can be important for your credit history in the future.

Applying for Utility Services Is Applying for Credit

If you’re moving into a new home and you need to set up and pay for utilities, you’ll need to apply for those services. When you aep pay my bill by phone, companies often look at how you’ve paid your bills in the past, including how you’ve paid bills for utilities where you’ve lived before.

If you’re a new utility customer, or if you’re an existing customer with a poor payment history, the utility company might say you have to pay a deposit to get new service. Or they might ask you to get a letter from someone who agrees to pay your bill if you don’t. This is called a letter of guarantee.

Here are a few things to know:

  • Generally, the company must treat everyone the same.The company’s policy for requiring deposits or letters of guarantee must be the same for all customers. If you’re a new customer, the company can ask you for a deposit or letter of guarantee if their policy is to ask all new customers for one, or if they do so for all whose credit history is poor. 
  • You’re not a “new” customer if you’ve already had an account with the utility company under your spouse’s name. If you’ve had utility services under your spouse's name at places you’ve lived before, your household is technically not a new customer. In that case, a utility company can’t ask you to pay a deposit or get a letter of guarantee claiming that you are a “new” customer, when you want to set up utilities in your name.
  • Your spouse’s utility payment history could affect whether you’re required to pay a deposit or give a letter of guarantee.If the company’s policy is to ask for a deposit or guarantee letter if a customer’s credit is poor, your spouse's late payment history could be taken into consideration — even if your own utility payment history is fine.

The Equal Credit Opportunity Act (ECOA) gives you a chance to prove that your spouse’s bad credit doesn’t mean that you’re not going to pay your bills. You may have to show that you didn’t live with your spouse when their account was overdue, that you never saw the bills, or that you paid the bills once you discovered they were overdue. If you can’t prove any of these things, the company may ask you to pay your spouse's old debts, pay a deposit, or provide a letter of guarantee before your service is connected. In this case, the company’s right to take such action in these latter situations is governed by state law, not the ECOA. Contact your state consumer protection office for more information.

Your Rights if You’re Denied Utility Service

You have the right to know why the utility company denied you service. The company has to send you a notice, within 30 days of its decision, telling you the specific reasons why they denied you service or notifying you that you have the right to know those reasons. You then have 60 days to request that they tell you those reasons. You must submit your request in writing. You also could contact your state or local consumer protection office to check on any additional rights under state law.

What To Do if You Have Problems Paying Your Utility Bills

If you’re behind on paying your utility bills — or you expect to be — contact the utility company immediately. You might have the following options:

Payment arrangements

Often, companies won’t shut off your service if you pay part of the overdue bill now and agree to a plan to catch up on your payments over time.

If you make a payment arrangement, keep these things in mind before you agree:

  • The company might require you to pay your future bills — on time and in full — while you also pay off your past due balance. Only make this arrangement if you will be able to pay both. If you don’t make payments as agreed, you could have your service disconnected, and the company may not agree to any other payment plans in the future.
  • Your make-up payments are still considered late. Find out the company's policy for reporting late payments to credit bureaus when a payment arrangement is in place. This will help you know how this might affect your credit history.

Some states may have requirements about the company’s shut-off of your service, particularly in view of COVID-19. Contact your state or local consumer protection office for current information on these protections.

Budget billing plans

A budget billing plan lets you pay a flat charge each month for services. It’s based on an estimate of what you’re going to use each month, usually based on your past usage. Before you decide to accept a budget billing plan:

  • Take a look at your prior usage and monthly payments to see if the plan makes sense for you. A budget billing plan helps you avoid monthly spikes when usage is high — like in winter — and lets you plan your monthly expenses. But if you go over the estimated usage, you’ll have to pay extra at the end of the year. So think carefully about whether you’ll be able to keep the utility usage within the amount estimated. And at the end of the year, if you had to pay extra because you used more than they estimated, consider reviewing your budget billing plan agreement.
  • Ask about fees and credits. Ask if the plan charges administrative fees, how much they are, and when they are due. Also, find out if you’ll get a refund if you use less than expected or if this will become a credit on next year’s bill.

Your Rights if You’re Denied Utility Service

You have the right to know why the utility company denied you service. The company has to send you a notice, within 30 days of its decision, telling you the specific reasons why they denied you service or notifying you that you have the right to know those reasons. You then have 60 days to request that they tell you those reasons. You must submit your request in writing. You also could contact your state or local consumer protection office to check on any additional rights under state law.

What To Do if You Have Problems Paying Your Utility Bills

If you’re behind on paying your utility bills — or you expect to be — contact the utility company immediately. You might have the following options:

Payment arrangements

Often, companies won’t shut off your service if you pay part of the overdue bill now and agree to a plan to catch up on your payments over time.

If you make a payment arrangement, keep these things in mind before you agree:

  • The company might require you to pay your future bills — on time and in full — while you also pay off your past due balance. Only make this arrangement if you will be able to pay both. If you don’t make payments as agreed, you could have your service disconnected, and the company may not agree to any other payment plans in the future.
  • Your make-up payments are still considered late. Find out the company's policy for reporting late payments to credit bureaus when a payment arrangement is in place. This will help you know how this might affect your credit history.

Some states may have requirements about the company’s shut-off of your service, particularly in view of COVID-19. Contact your state or local consumer protection office for current information on these protections.

Budget billing plans

A budget billing plan lets you pay a flat charge each month for services. It’s based on an estimate of what you’re going to use each month, usually based on your past usage. Before you decide to accept a budget billing plan:

  • Take a look at your prior usage and monthly payments to see if the plan makes sense for you. A budget billing plan helps you avoid monthly spikes when usage is high — like in winter — and lets you plan your monthly expenses. But if you go over the estimated usage, you’ll have to pay extra at the end of the year. So think carefully about whether you’ll be able to keep the utility usage within the amount estimated. And at the end of the year, if you had to pay extra because you used more than they estimated, consider reviewing your budget billing plan agreement.
  • Ask about fees and credits. Ask if the plan charges administrative fees, how much they are, and when they are due. Also, find out if you’ll get a refund if you use less than expected or if this will become a credit on next year’s bill.

Utility Scam Awareness Day is an advocacy and awareness campaign focused on educating customers and exposing the tactics used by scammers. This year’s theme is “End the Call. End the Scam.”

“With the holidays right around the corner, this is a particularly high-risk time for many of our customers – including senior citizens, low-income residents and understaffed small businesses – to be targeted by scammers,” said Paul Pratt, director of Customer Services & Marketing. “SWEPCO reminds customers to be alert and know how to recognize scams so they can avoid falling victim to fraud and putting their financial safety at risk.”

  • Scammers typically claim to be a SWEPCO employee and approach customers at home, by phone or by email. Imposters often use the following techniques:

  • Threaten to shut off power unless an immediate payment is made;

  • Tell customers they need a new electric meter but must make a payment before the new meter is installed;

  • Offer a discount on their SWEPCO bill if they sign up for auto-pay; or

  • Demand that a deposit be paid immediately, insist a payment be made with a pre-paid credit card or ask to meet at another location to make a payment.

“We encourage our customers who experience any potential scam to check their account status online at SWEPCO.com/Account or through SWEPCO’s mobile app,” said Pratt. “For payment security, customers should only make payments online at SWEPCO.com, through the mobile app, through mail, by phone or at an authorized payment location.”

SWEPCO will never ask for payments using a pre-paid debit card, gift card, cryptocurrencies, or third-party digital payment mobile applications. SWEPCO will provide multiple notices and assist customers with payment plan options before service interruptions.

Pratt added that customers who receive an unexpected knock on the door from someone claiming to be with SWEPCO or AEP should be cautious.

“SWEPCO employees will show their company ID, and customers can verify the employee’s status by calling us at 1-888-216-3523,” he said.

Customers who suspect that they have been victims of fraud or feel threatened during contact with a scammer should contact SWEPCO at 1-888-216-3523 or local law enforcement authorities. The Federal Trade Commission also provides additional information about protecting personal information and other information regarding impostor scams.

“Scammers have not shown compassion for small businesses and private citizens enduring the trying circumstances of the last two years,” said Jared Lawrence, UUAS founder and Duke Energy vice president of Metering Services and Customer Service Transformation. “In fact, they have intensified their criminal activity with high-pressure tactics and increasing use of technology. For that reason, utilities continue to unite to combat scammers by spreading awareness and are working with telecom partners to remove access to phone lines and encouraging policymakers to adopt stronger public protections.”

Since the beginning of the COVID-19 pandemic, utilities have seen an increase in reported scammers contacting customers seeking payments and personal and financial information to avoid service interruptions.

“It’s perfectly acceptable for the customer to hang up the phone. The scammer’s initial goal is to pressure their targets and convince them that they work for the utility,” said UUAS Executive Director Monica Martinez. “Scammers are extremely sophisticated in their tactics, and by simply ending the call, you can end their scam. If you are unsure, you can always call back the utility by dialing the number found on your bill or on their website, and they will provide you with the correct information.”

Get Help by Calling 2-1-1 - Call 2-1-1 or go to www.mi211.org to learn about agencies in your county that may assist with your energy bill.

State Emergency Relief (SER) Program - SER may help low-income households pay part of their heating or electric bills, assist in keeping utilities in service, or have service restored. The program is available all year long. Call your local Department of Health and Human Services office for information or apply on MI Bridges. Households must apply for SER assistance prior to receiving any MEAP services.

Michigan Energy Assistance Program (MEAP) - MEAP works with households to provide supplemental bill payment assistance and self-sufficiency services to low-income residents statewide. At the time of SER application, applicants will be able to choose a MEAP provider to work with. A list of organizations that deliver MEAP services can be found here. MEAP Grantees are all Community Partners with MDHHS and can help applicants to navigate the MDHHS application process.

Home Heating Credit - Qualified persons may receive a credit to help pay winter heating bills. If you're behind on your electric bills, then the Arrearage Management Program (AMP) may be able to help you. This new program can help you wipe out what you owe.

The AMP can also work with you to see if there are some free or cheap ways to reduce how much electricity you use.

You pay just your current monthly electric bill, each month and on time.  For each month that you pay your current bill, your electric utility company will wipe out 1/12 of what you owe them on your back bill. 

For example, let’s say that you owe $1200 to the company on back electricity bills.  Follow these steps:

  • You sign up for the AMP. 
  • Then you pay your regular monthly bill to the utility company. 
  • Each time you make that monthly payment, your utility company will forgive or wipe out $100 that you owe them on your back bill.

So by making your monthly payments on time, your $1200 debt is wiped out in one year.  You pay nothing more than your current bill!

NOTE: No more than $300 of debt can be wiped out each month. So, if you owe more than $3600, you can stay on the program for more than 12 months until your entire debt is gone.

To sign up for AMP:

  • You must be enrolled in the Low-Income Home Energy Assistance Program (LIHEAP).  If you are not enrolled, you must apply for, and be accepted into, LIHEAP before you can apply for AMP.
  • You must owe your electric company $500 or more.  Also, you must be more than 90 days late on what you owe.
  • Your electric bill debt must be for your home (not a business).  Your home must be your year-round home (not a seasonal home).

To stay in the program after you sign up:

  • You must pay your regular monthly bill.  If you do not make your regular payments, then you may get kicked off the program.  You may not be able to get back on the program.  So you need to pay your regular monthly bill.
  • You must work with your utility company to see if there are ways you can reduce how much electricity you use.  This is a free program.

You can apply for AMP when you apply for LIHEAP.  If you are already in LIHEAP, you can apply for AMP directly through your electric company. If you get your electricity through Central Maine Power, they have their own online AMP application.  Call your utility company and ask to sign up for AMP. Or you may be able to find the application form on the company’s website.

You may get one chance to reapply for the program.  (Each electric company has their own rules about this.) You will have to make up the missed payment and pay any late fees in a reasonable amount of time.  If you do that, then you will still be in the program.  You won’t have to reapply and start over.

If you fall behind a second time, you will no longer be able to stay in AMP. Then you will face debt collection from the electric company and risk being disconnected.  The portion of your back bill that was wiped out while you were on AMP will stay wiped out.

Getting utility services ― gas, electricity, water ― has a lot to do with your credit history. The better your credit history, the easier it will be for you to get services. And your on-time (or late) payment history with utility providers can be important for your credit history in the future.

Applying for Utility Services Is Applying for Credit

If you’re moving into a new home and you need to set up and pay for utilities, you’ll need to apply for those services. When you apply, companies often look at how you’ve paid your bills in the past, including how you’ve paid bills for utilities where you’ve lived before. 

Here’s what you should know when you apply for utilities:

  • You’re applying for credit. Utility companies send you a bill at the end of the month based on how much gas, water, or electricity you use. That means they’re extending you credit for their services until you pay your bill.
  • Companies will look at your credit history. Like other creditors, utility companies will ask for information like your Social Security number so they can check your credit history. A good credit history can make it easier for you to get services. A poor credit history can make it harder.
  • How you pay your utility bills can become part of your credit history. If you pay your bills in full and on time, it can help your credit. If you don’t, it can hurt your credit. Failing to pay on time can also lead to collections and charge-offs, which can especially damage your credit. Not paying on time also can affect whether you can get other types of credit. When You Might Have To Pay a Deposit for Utility Service

If you’re a new utility customer, or if you’re an existing customer with a poor payment history, the utility company might say you have to pay a deposit to get new service. Or they might ask you to get a letter from someone who agrees to pay your bill if you don’t. This is called a letter of guarantee.

Here are a few things to know:

  • Generally, the company must treat everyone the same.The company’s policy for requiring deposits or letters of guarantee must be the same for all customers. If you’re a new customer, the company can ask you for a deposit or letter of guarantee if their policy is to ask all new customers for one, or if they do so for all whose credit history is poor. 
  • You’re not a “new” customer if you’ve already had an account with the utility company under your spouse’s name. If you’ve had utility services under your spouse's name at places you’ve lived before, your household is technically not a new customer. In that case, a utility company can’t ask you to pay a deposit or get a letter of guarantee claiming that you are a “new” customer, when you want to set up utilities in your name.
  • Your spouse’s utility payment history could affect whether you’re required to pay a deposit or give a letter of guarantee.If the company’s policy is to ask for a deposit or guarantee letter if a customer’s credit is poor, your spouse's late payment history could be taken into consideration — even if your own utility payment history is fine.

The Equal Credit Opportunity Act (ECOA) gives you a chance to prove that your spouse’s bad credit doesn’t mean that you’re not going to pay your bills. You may have to show that you didn’t live with your spouse when their account was overdue, that you never saw the bills, or that you paid the bills once you discovered they were overdue. If you can’t prove any of these things, the company may ask you to pay your spouse's old debts, pay a deposit, or provide a letter of guarantee before your service is connected. In this case, the company’s right to take such action in these latter situations is governed by state law, not the ECOA. Contact your state consumer protection office for more information.

Your Rights if You’re Denied Utility Service

You have the right to know why the utility company denied you service. The company has to send you a notice, within 30 days of its decision, telling you the specific reasons why they denied you service or notifying you that you have the right to know those reasons. You then have 60 days to request that they tell you those reasons. You must submit your request in writing. You also could contact your state or local consumer protection office to check on any additional rights under state law.

What To Do if You Have Problems Paying Your Utility Bills

If you’re behind on paying your utility bills — or you expect to be — contact the utility company immediately. You might have the following options:

Payment arrangements

Often, companies won’t shut off your service if you pay part of the overdue bill now and agree to a plan to catch up on your payments over time.

If you make a payment arrangement, keep these things in mind before you agree:

  • The company might require you to pay your future bills — on time and in full — while you also pay off your past due balance. Only make this arrangement if you will be able to pay both. If you don’t make payments as agreed, you could have your service disconnected, and the company may not agree to any other payment plans in the future.
  • Your make-up payments are still considered late. Find out the company's policy for reporting late payments to credit bureaus when a payment arrangement is in place. This will help you know how this might affect your credit history.

Some states may have requirements about the company’s shut-off of your service, particularly in view of COVID-19. Contact your state or local consumer protection office for current information on these protections.

Budget billing plans

A budget billing plan lets you pay a flat charge each month for services. It’s based on an estimate of what you’re going to use each month, usually based on your past usage. Before you decide to accept a budget billing plan:

  • Take a look at your prior usage and monthly payments to see if the plan makes sense for you. A budget billing plan helps you avoid monthly spikes when usage is high — like in winter — and lets you plan your monthly expenses. But if you go over the estimated usage, you’ll have to pay extra at the end of the year. So think carefully about whether you’ll be able to keep the utility usage within the amount estimated. And at the end of the year, if you had to pay extra because you used more than they estimated, consider reviewing your budget billing plan agreement.
  • Ask about fees and credits. Ask if the plan charges administrative fees, how much they are, and when they are due. Also, find out if you’ll get a refund if you use less than expected or if this will become a credit on next year’s bill.

Many utility companies offer tips on how to conserve electricity, water, and gas. You can usually find these on the company's website or in their bill inserts or brochures.
