Records: Missouri planned to thank glitch-finding journalist

“We are grateful to the member of the media who brought this to the state’s attention,” read a proposed quote from Education Commissioner Margie Vandeven.

The quote ultimately was not used. Instead the Office of Administration issued a news release the next day calling the Post-Dispatch journalist a “hacker.” Parson, a Republican, said at a news conference on Oct. 14 that a criminal investigation was being launched. That investigation is ongoing.

“Kyle informed me that after reading the emails from the reporter that this incident is not an actual network intrusion,” she said.

Instead, the FBI agent said the state’s database was “misconfigured," Robinson wrote. “This misconfiguration allowed open source tools to be used to query data that should not be public,” she added.

JEFFERSON CITY, Mo. — Before blaming the St. Louis Post-Dispatch, the Missouri Department of Elementary and Secondary Education was preparing to thank the newspaper for discovering a significant data vulnerability, according to records obtained by the Post-Dispatch through a Sunshine Law request.

In an Oct. 12 email to officials in Gov. Mike Parson’s office, Mallory McGowin, spokeswoman for DESE, sent proposed statements for a press release announcing the data vulnerability the newspaper uncovered.

“We are dese mo gov school data to the member of the media who brought this to the state’s attention,” said a proposed quote from Education Commissioner Margie Vandeven.

The Parson administration and DESE did not end up using that quote.

The next day, on Oct. 13, the Office of Administration issued a news release calling the Post-Dispatch journalist a “hacker.”

And on Oct. 14, Parson held a news conference to rail against the Post-Dispatch and announce a criminal investigation by the Missouri State Highway Patrol.

“We will not let this crime against Missouri teachers go unpunished,” Parson said at the news conference. “And we refuse to let them be a pawn in the news outlet’s political vendetta. Not only are we going to hold this individual accountable, but we will also be holding accountable all those who aided this individual and the media corporation that employs them.”

The Post-Dispatch reported on the vulnerability the night before, saying a flaw on a DESE website left more thanSocial Security numbers of educators vulnerable to disclosure.

The newspaper didn’t publish its report until after the state moved to protect the vulnerable information.

A web application that allowed the public to look up teacher certifications and credentials contained the vulnerability, the newspaper reported.

No private information was clearly visible. The Social Security numbers for school teachers, administrators and counselors were present in the HTML source code of the publicly available pages involved.

Emails obtained by the newspaper document the administration’s shift in tone.

At p.m. on Oct. 13, McGowin emailed Kelli Jones and Johnathan Shiflett, who both work in the governor’s office, to say Vandeven wanted her to meet with governor’s office officials.

“Margie asked me to come over and meet you all — on my way,” she said.

In a draft news release sent at p.m., McGowin used the word “individual” to refer to the Post-Dispatch reporter. At p.m., Shiflett sent a draft that used the word “hacker” instead to refer to the reporter.

“Mallory — we only made a few additional edits after yours,” Shiflett said.

Meanwhile, at p.m. on Oct. 13, Angie Robinson, cybersecurity specialist for the state, emailed Department of Public Safety Director Sandra Karsten to inform her that she had forwarded emails from the Post-Dispatch to Kyle Storm with the FBI in St. Louis.

“Kyle informed me that after reading the emails from the reporter that this incident is not an actual network intrusion,” she said.

Instead, she wrote, the FBI agent said the state’s database was “misconfigured.”

“The misconfiguration allowed open source tools to be used to query data that should not be public,” she wrote.

“Kyle said the FBI would speak to Gwen Carroll, the AUSA (assistant U.S. attorney), with the updated information from the emails to see if this still fit the crime and if she was interested in prosecuting,” Robinson said.

Karsten forwarded the email to Aaron Willard, who is Parson’s chief of staff, as well as Vandeven, Jones and other administration officials.

As of Tuesday, the Highway Patrol’s investigation was still active, Capt. John Hotz told the Post-Dispatch.

The West Plains School District has earned out of of the points possible on the Annual Performance Report (APR) as established by the Missouri State Board of Education. The district earned all 56 of 56 points for Academic Achievement and of 14 for subgroup Academic Achievement. For College and Career Readiness, the district earned of the 30 possible points. In addition, the district earned a perfect 30 of the 30 possible points for Graduation Rate and a perfect 10 of 10 for attendance. This places West Plains Public Schools in an elite group of schools across the state, with % of the points required for full-accreditation.

The Missouri School Improvement Program (MSIP 5) has the responsibility of reviewing and accrediting the public school districts and charter schools in Missouri. A school’s Annual Performance Report (APR) is the process of accrediting school districts as mandated by state law and by State Board of Education regulation. Three (3) years’ worth of performance data is used for determining the APR, meaning that the department uses a formula that averages dese mo gov school data from, and to determine the MSIP 5 accreditation score for the fall of

I am so proud to be on such a great team of students, faculty, staff, and administration,” said Dr. Julie Williams, Assistant Superintendent of Curriculum and Instruction.

Dr. Williams noted student academic achievement and motivation are influenced by factors such as authentic relationships, a sense of belonging, effective instruction, teacher preparedness, and instructional quality.  Williams said students embrace a culture of achievement but added the entire school community, from students and teachers to other school staff, families, and community members deserve credit for the district’s success. 

Superintendent of Schools, Dr. John Mulford, noted, “We want to celebrate this accomplishment and recognize our entire school community for their hard work and effort in furthering a tradition of excellence. While the West Plains School District desires and expects to perform well on the Annual Performance Report, it is important to note that our schools cannot and should not be characterized or represented by an APR score. The community needs to understand that the Annual Performance Report is simply a means for accrediting districts and should never be solely used to make comparisons amongst schools. Those who seek to do so usually do not understand the complicated formula that is used to determine an APR score and many good things schools do that cannot be measured by this score.”

The state board says that any district receiving a score of 70% or higher is doing well and deserves to be fully accredited. It is tempting for those who do not fully understand the APR scoring process to attempt to liken an APR to a traditional school grading scale. However, this is not the case. Of the public school districts in Missouri, % of them scored in the fully accredited range (70% or higher). However, of the 36 charter schools in Missouri, only % scored in the fully accredited range, with nearly 17% receiving unaccredited status.

Mulford reminds the community, “The only way to truly gauge student learning is through hands-on, problem-solving experiences in which students are given the opportunity to apply what they have learned.
